Rule 39
Secretary to the Cabinet

(1) The Chief Secretary of the Government of Nepal shall be the Secretary of the Council of Ministers (2) The main work and duties of the Secretary of the Council of Ministers subject to this regulation shall be as follows:
(a) To implement and monitor the decisions made by the Government of Nepal, the Council of Ministers and the instructions given by the Prime Minister.
(b) To inform the Prime Minister about important matters related to the country's administration, peace and security, economic development and foreign relations.
(c) To strengthen coordination between various ministries and offices of the Government of Nepal, to give necessary instructions, supervise and monitor government operations to make them agile and effective.
(D) To resolve disputes arising on national level development projects and public concerns, negotiate and coordinate with all relevant parties to find an appropriate solution.
(e) To approve the leave and work of secretaries of special categories under the gazette.
(f) To cause other actions to be performed according to this regulation.
(G) To perform other tasks assigned by the Council of Ministers.  (3) In the event that the Secretary of the Council of Ministers is absent, the duties performed by the Secretary of the Council of Ministers in accordance with this regulation shall be performed by the senior secretary present among the secretaries of the Office of the Prime Minister and the Council of Ministers.
